1. Display and Browser Options

2. Structure of the Manual

This manual contains the policies, procedures and guidance for Peterborough Safeguarding Children Board. Part 1 of the manual sets out the Core Inter Agency Procedures covering the areas of Peterborough and Cambridgeshire; Part 2 covers Peterborough's local procedures and practice guidance; and Part 3 contains Appendices such as Peterborough SCB Membership and Local Contact Details.

Procedures and Guidance: In an attempt to keep procedures succinct, procedures and more detailed guidance are separated - with links provided as appropriate. 'Procedures' summarise how Managers and Staff must act in given circumstances. 'Guidance' provides direction or advice to a decision or course of action.


3. Amendments

This update contains the following changes:

Chapter A, Guidance for Professionals Working with Sexually Active Young People Under the age of 18 to Assist in Identifying where Relationships may be Abusive This chapter has been updated and in particular a new Appendix 4: Risk Assessment Toolkit has been added.
Chapter H, Forced Marriages - Practice Guidance This chapter has been updated to include a link to the document produced by ADASS (Association of Directors of Adult Social Services) on Forced Marriage and Adults with Learning Disabilities (Information from the Forced Marriage Unit).
Chapter L, Hidden Children Guidance This chapter has been updated.
Chapter N, Allegations Against Staff, Carers and Volunteers This chapter has been updated having regard to the DfE statutory guidance ‘Dealing with Allegations of Abuse Against Teachers and Other Staff’, which was published in August 2011, and applies to teachers and staff (including volunteers) in a school or FE college that provides education for children under 18.
Chapter O, Safeguarding Children who have a Parent or Carer with Mental Health Problems - Guidance for Effective Joint Working This chapter has been updated.
Chapter S, Safeguarding Children and Young People from Sexual Exploitation This chapter has been updated.
Chapter CC, Joint Protocol for Safeguarding Children and Young People who Go Missing from Home and Care in Peterborough This chapter has been added.
Chapter DD, Fabricated or Induced Illness This chapter has been added.
Appendix 2, Peterborough Safeguarding Children Board - Constitution This appendix has been updated.
Appendix 3, Peterborough Safeguarding Children Board -  Membership and Useful Contact Numbers This appendix has been updated and the information about Local Contact details added to the title. Appendix 10, which previously contained some local contact information has been deleted.

This manual will be regularly updated at six monthly intervals. A further update is planned for June/July 2012 and a planning meeting for this update has been arranged for early April 2012. Therefore if you have any changes that you wish to be considered for inclusion in the next update, please alert the Business Manager (Judy Jones - judy.jones@peterborough.gov.uk) or the Business Support Officer (Jody Watts - jody.watts@peterborough.gov.uk).

As you will see from the Contents List, when the manual has been updated, chapters that are new or have been amended will be indicated in the Contents List and at the top of the relevant Chapter.


4. How to find a Chapter

Procedures and guidance are located in individual 'Chapters' which are available from a 'traditional' Contents List - on the left hand side of the screen.

4.1 Using the Contents List

Chapters are categorised or grouped together as follows:

PARTS: Part 1 of the manual sets out the Core Inter Agency Procedures covering the areas of Peterborough and Cambridgeshire; Part 2 covers Peterborough's local procedures and practice guidance; and Part 3 contains Appendices.

CHAPTERS: Under each Section, you'll find individual Chapters/Procedures e.g. Child Protection Conferences'

For a detailed Contents List, Appendix 1, Core Inter-Agency Safeguarding Procedures - Detailed Contents List.

4.2 You can search for a Chapter

If you are not sure which service or section to look in, try 'Search' which will help you identify specific Chapters and sub headings within Chapters


5. Terminology

We believe it is crucial to use consistent terminology, which we agree with individual customers, for example:

'Child' or 'Young Person' both these terms are used to mean any child under the age of 18
'Parent' Includes all those with Parental Responsibility
'Children's Social Care' The service which exercises the social services functions of the local authority in relation to children
'Regulatory Authority' Regulatory Authority is the generic term used in this manual to describe the independent regulatory body responsible for inspecting and regulating services e.g. Ofsted.


6. Keywords

The manual is accessed by practitioners from varying agencies, who may find terms that they are not familiar with. Therefore, a large glossary (Keywords) of terms such as Lead Professional (Try it: click on the highlighted text). We call them 'Keywords'. Once clicked, the definitions will appear in a new window or tab, depending on your browser. You can leave it open for reference, or close it using the "close" button at the bottom.

Many Keywords are highlighted in the body of procedures, but you can search for the Keyword you need: Go to the Keywords Index, on the left hand side of the screen.


7. Compliance

7.1 Regulatory Compliance

Every effort has been taken to ensure regulatory compliance. If you discover any errors or mistakes, please alert your manager or contact us.

7.2 W3C Compliance

This manual meets the double A Standards of the World Wide Web Consortium (W3C), for example, it can be accessed by people with high levels of visual impairment. To find out more, click on 'Display Options' on the left hand side of the screen.

10. Printing and Retaining Copies

The Manual should normally be viewed on line but can be printed, for reference only.

To print a chapter, click on the print icon icon which is normally in the top right hand corner of the relevant procedure. Alternatively, if the icon is not immediately obvious it may be located at the bottom of the page.

Please note, the Manual will be updated regularly, so staff should avoid retaining printed versions - hard copies are only valid for 72 hours.
